Yesterday the following proclamation was issued by the Chinese strikers joint executive and posted at the door of the Kuomintang Headquarters on the South Bund.
To all our elders, brothers and sisters.
The long duration of the present seamen's strike is due to the obstinacy of the shipowners and the highhanded- ness of the Hongkong Government. By every kind of dodge they have pursued their undermining tactics, treating us Chinese workmen like children, retracting in the evening what they said in the morning, and shilly-shalking in the most inconsistent manner, and in general putting pressure and compulsion upon us. All this is obvious to our elders and brethren and sisters in Hongkong. In view of the Hongkong Government's unprincipled action, our labour associations thereupon declared a sympathetic strike and their members returned to their native places to find a
livelihood.
Thereupon all the labour unions in Hongkong were closed and their furniture and other property all removed, as it might be by armed bandits. Such oppression of labour is without parallel in the world,
